Bound to as electrons have to physically pass from one material to the other for electrolytic corrosion. Try electroplating something in a moving electrolyte. However they only have to pass one way through the electrolyte so I suppose you might find, in a flowing river, that the electrons move from an anode at the bow to metal further down the hull (for anode corrosion).

Hi all
A quick question.
With still water in a marina or fast flowing river water, does the flow rate affect the ability of stray current to reach earth?
