Having cruised extensively in Germany with my British-registered 21.74m luxemotor Hoop op Zegen, the only navigation charges I have ever paid are for the Haren-Rutenbrock Kanal 5 euros and the Schiffahrtsweg Elbe-Weser 8 euros, both this year. Otherwise, everywhere else has been free.
I have only once had my papers examined, and that was on the Main-Donau Kanal, when my ICC proved sufficient.

My understanding is that no canal fees (or equivalent) are payable by "sport" vessels visiting to Germany.
Certainly we have never had one, nor been asked for evidence of one, despite a number of visits from the water police who routinely examine the documents at least for larger boats.
Our German expeditions have been in 2010 (Mecklenberg lakes and Berlin), 2011 (Mosel to Cochem and the Sarre), 2015 (Berllin and Potsdam) and 2016 (Berlin, Stettin-Stralsund-RĂ¼gen and return to Netherlands via Berlin, Hanover, Bremen and Emdern).
Anna Maria is 20.6m (TRIWV measure) or 22.3m (Kadaster measure - includews "rudder and anchor").

As Andy has pointed out ICC + CEVNI is only good in any German inland waters up to (I read it as not including) 20 metres long e.g. 19.99m is OK, 20m not.
So ICC and CEVNI not good for 24 metre barge.
As far as "River Licence" goes I do not know.
A couple of years ago at least two boats "impounded" for not having the correct "driving licences".

Thank you for the replies. I should have made clear that the permit I was referring to was the waterways permit the equivalent of the VNF vignette. Also Soraya is 24 metres so are we ok to navigate with an ICC + CEVNI?
Further to my request yesterday for formation, we now see there will be a closure on the Marne au Rhin Est in early November, so we will now not be going to Koblenz, just down the Moselle through Luxembourg/Germany then turning onto the Sarre at Konz to return towards France. Will this make a difference to any permit? Thanks

The German requirements have been relaxed but only from 15 to 20M for the ICC.

We greatly enjoyed this route in 2011 (see Blue Flag #93, March 2012 - available on DBA web site).
The only change from this time woud be that the German requirements for operators licencing have been relaxed so (I believe) an ICC with CEVNI endorsenemt would now be accepted (we had the French PP which already covered us for our 22m Tjalk).
The Sarre is an interesting waterway, and the Moselle scenery (and white wine) is terrific. We went only as far as Cochem (one day from Koblenz) as time ran out - and we had p[reviously been to Koblenz by car).
An unbeatable voyage with no problems!

Thinking of navigating the Moselle from Metz to Koblenz and the Sarre back to Sarreguemines this Autumn. As we will be passing through Luxembourg and Germany, what permits do we need and where do we obtain them from? We will not be going further than Koblenz and not onto the Rhine.
