I will certainly ask how the studies are progressing into how and when the passage through the tunnel might change. I do not see any major change being made this year.

As the first Nord-Pas-de-Calais Commission Local des Usagers, CLU, (user group meeting) to be held in person since the start of the pandemic it was held in a small amphitheatre of CEREMA Haut de France as VNF doesn’t have rooms where members can be accommodated sufficiently separated in accordance with Covid requirements. I felt comfortable to be there.

As delegates were arriving I managed to have a conversation with Anne Ackermans, President of ANPEI, Association Nationale Plaisanciers en Eau Interieures as we had been corresponding by email prior. I also spoke with the person I have many times referred to as ‘my contact’ when I have had a question to pose to VNF, Olivier Matrat. He had been promoted to the Direction of NPdeC and was to run this meeting. I congratulated him on his promotion.

A few days before this CLU a table of questions and answers that came about from the previous CLU in September was published. I attach it here:

Interesting to note within that document my question about access to vnf.fr from Australia and New Zealand which question I further raised with Guy Arzul, Chef de Service Developpement Voie d’Eau, ahead of the meeting. I will post when I receive his reply.

I will write here a précis of the content of the meeting and flesh it out when I receive the PowerPoint slides used during the meeting and subsequently the minutes.

1. A short film of an interview with Arnaud Colson, President of the Commission National des Usagers (CNU) who introduced himself and went on to describe how he wished to communicate better with users of the VNF waterways.

2. Proposals to improve the running of the CLU of Nord Pas-de-Calais suggesting questions and responses from users prior to the meeting; ensuring invitations are sent one month before the date; distributing the supports - PowerPoint slides - a few days before the meeting; publishing the minutes on vnf.fr; permitting members to participate by video conference.

3. A very good and extensive presentation by Mme Segolene Ricart of the future electricity and water borne (terminals) with a view to satisfying the needs of vessels of electrical propulsion. I asked two questions. Firstly what amperage would these bornes be able to supply and was told 32 amps for Plaisance and 63 amps (presumably 3 phase) for commercials, both freight and tourist boats. Second question will all regions have the same bornes and the same method of payment. Answer: yes.

4. Report on works completed in 2021 for the service of users. Long list including the cost of each.
For the future, 2022-2024, there will be a questionnaire issued asking users what ’small works’ they suggest are needed. Indeed John Frazer has responded last year and this to similar requests and I asked his question about the stoppage at Merville on the Petite Lys to be told it will definitely be dredged this year or, latest, by end of February 2022. I then asked at what frequency it will be dredged and was told every two to three years… but I think I detected a need for the local authority to take a hand in paying for this.

5. Canal de Condé - Pommeroeul. Detail of the progress with dredging and recalibrating the canal to take 3000 tonne vessels. Earlier this year it was discovered (very possibly known earlier) of the presence of beaver(s). This has held up Bankside dredging in a particular area for a few months. Work is ongoing to secure a handing over of navigation in the first quarter of 2023.

6. Bassins de virement or places to turn. With the larger vessels of 3,000 tonnes and over 110 metres long, new turning areas are needed. A study of where and how as well as when between now and 2025 is ongoing.

Hi Bob,

Just coming back from holidays, sorry for my late answer.
Unfortunately, access to VNF website is limited to a few countries near from France (Belgium, Netherlands, Germany, …).
It’s currently not possible neither from the US nor Australia or Canada.

Securization works are still in progress on VNF internal network, access for foreign countries may be postponed for a while…

Hi Olivier,

Once again I am coming to you though this business is not in your normal work pattern.

I have heard from members in Australia and New Zealand as well as a member in Guernsey all of whom still cannot gain access to Vnf.fr. One member, at least, in the USA has written that he managed to get in so maybe the Americas and Canada are OK now?

I would be grateful if you will let me know if there is a continuing problem with certain areas of the world please. In particular those I have mentioned.

Clearly things have moved as our members in the Americas seem to be able to access vnf.fr now but I agree it is woefully slow for VNF to return to giving all of us clean access. Let's see what I learn from the CLU on Thursday.

Why is it possible for Americans to use the VNF website but not Australians and New Zealanders (and others)?
How are Australians and New Zealanders (and others) going to access the purchase of the 2022 Vignette if they can't use the website?
