Hello Paul,

Rate-of-turn indicator is a poor translation from the original German / Dutch which uses 'auto-pilot'.

Art 7.04 para 7 in the English version refers to rate-of-turn indicator if fitted!

Bij het gebruik van stuurautomaten moet het bedieningsorgaan voor het instellen van de draaisnelheid in elke willekeurige positie kunnen worden losgelaten zonder dat daardoor de
ingestelde draaisnelheid verandert.
Het bedieningsorgaan moet een zodanige zwenkhoek hebben dat voldoende nauwkeurigheid
van de instelling is gewaarborgd. De nulstand moet voelbaar van andere standen zijn te
onderscheiden. De schaalverdeling moet traploos regelbaar kunnen worden verlicht.

When autopilots are used, it must be possible to release the rotational speed control device in any position without
set rotation speed changes.
The control must have a pivot angle such that sufficient accuracy
of the institution is guaranteed. The zero position must be felt from other positions too

Does anyone have knowledge of a German requirement that a rate of turn indicator should be fitted to an RCD certified Barge of 23.5metres before it can have class 2 waterways added to its dutch TRIWV which has dutch class 2 waterways and the Rhine?

It seems crazy I used to just watch the movement of the front flagpole
