I had ours done at a ship repair yard at Dintlord NL.
I have been advised that in the Netherlands a crane of greater than 200kgSWL requires regular certification and an operator with a Netherlands Crane Operators Certificate.
Our crane could probably lift 4000kg however it's labeled as 200kg SWL. The surveyor looked at it for a few seconds, smiled, and commented on the heavy design for that load rating, and moved on.

Good to meet you the other day and Welkom in Veurne.
Try asking the fellow at Otak: he will very likely know a local hydraulics/lifting gear engineer. Otak are along the Ieperstraat, beyond the hospital on the right heading south. Speaks (and swears in) perfect English but have forgotten his name.

You don't say where you are, but the job should well within the capability of any company maintaining construction industry plant. It looks like a very simple piece of kit.
I'd start looking close to where you are moored for any independent plant or agricultural engineer. Such as these

Contact Tinnemans in Maasbracht - next door to Linssen's yard and opposite the bunker barge.

They build and refurbish commercial barges and pusher tugs - and a few pleasure boats too. Jan or Debbie should be able to help. tinnemans-scheepswerf.nl/
