Well, they emailed the original notice to mariners concerning the closure, but didn't bother to withdraw it.  That was the problem.  It was only withdrawn after I spoke to the people at the lock, the day after the repair was made.

Interestingly, they have recently started hand-delivering some notices; an example being notices of river closures.

We've lived/moored within sight of Richmond Lock & Weir for forty years, and there 's not much they can do about short-term glitches except put the statutory warning signs in arches (say, if one or more barriers is stuck down - often a very temporary problem). The lock is always there, so not usually a navigation problem, although it keeps getting more expensive to use. Notices to mariners used to be delivered by post (imagine!) to those locally affected, but they do their best with on-line notification nowadays, which is a whole lot quicker. Presumably, you've accessed the website <pla.co.uk/safety/regulations-and-guidance/notices-to-mariners> then current Upper River notices; arch 4 is still closed (has been for a while), but the others are open, as usual, today.... We have navigated through an arch with all barriers down in flood conditions, but NOT recommended except with lock-keeper's advice.

I have now learnt that the problem was fixed yesterday, but the PLA haven't bothered to withdraw the notice to mariners.

The PLA have closed all the weir arches at Richmond lock, which means that passage can only be made through the lock, even at high tide.  There is no additional information given, and no hint as to how long this might last.  It could be days, weeks, months or years.

Does anybody know anything about it?
