As noted the ENC chart is intended for major waterways of NL.

This one is also free www.waterkaart.net and covers many of the smaller canals as well as the big ones, you need to be on-line to use it so more useful for planning than navigating.
This is in real time so you will find details like warnings, moored ships and current weather information.
Use Chrome for translation into English, click on the various bridges etc. and a variety of information is available.
Apple and Android versions are available but at a cost

Reading a bit more closely, the maps seem to be generated on the basis of a regulatory requirement for publication of such for all waterways of Class V and above. As class V are 95 m+/1,500T+, this really means only the largest commercial waterways are covered, even by the Dutch. None of the smaller waterways down to Class 1 (38 m/300T).

Unfortunately, not much use at present for cruisers who wish to navigate the smaller waterways.

Eg screengrab of the map around Groningen - you can see it is designed to cover the Prinses Margriet Kanaal, the rest is incidental;


One can hope that the smaller waterways might be covered in the future (the downloads indicate they might have maps of more detail for Zeeland, but I haven't downloaded them yet) but at the moment something comprehensive (and not free!) like PC Navigo would be needed for detailed coverage by ENC maps.

Sadly, the French contribution is very paltry, limiting general use but clearly excellent for the Netherlands thanks to the well-organised Dutch! Thanks Ken for bringing this to our attention again.

Click on the above, use Chrome and it will translate the page automatically, you will find a list of countries which issue free ENC charts, go down to Downloads for NL and you will find this years Netherlands ENC chart, download, unzip, and put it in your ENC charts folder.
I assume, although I do not know, that PC Navigo works in the same way as Open CPN and you load the charts in this manner.
If you click on any of the other listed countries it will take you to that countries marine website some are much better than others although all the charts are free.

If you haven't come across it before Open CPN is totally free chart plotter software which can be used on most PC platforms.
