To your two specific points: The installation of a separating longitudinal dam (think jumbo training wall) on the inside of the bend creates a bankside channel for small vessels <20m ONLY going in an UPSTREAM direction. Thus any downstream vessel wishing to turn right in towards Tiel is already in a position to do so. The same goes for your second point.

When the upstream separation zone for small pleasure vessels is in operation there is a "gate" for vessels to exit the 'bank channel' and cross the 'shipping channel at right angles to gain access to Tiel on the other side of the river.
