Here from my notes of the meeting which will be fleshed out when the minutes are produced.

The meeting was chaired by Mme. Marie-Celine Masson who introduced herself as the new director of the Nord-Pas-de-Calais VNF Directorate, having moved from a similar position in charge of the Direction Territoriale Strasbourg

Mme. Masson started by presenting key points of VNF’s Contrat d’objectifs et de Performance, COP, for the next ten years including:
* Intention of increasing freight traffic by 50% by 2030
* Fluviestre and fluviale to be augmented by 2x by 2030
* Development of hydroelectric power production sur les ouvrages - barrages/dams, in collaboration with energy companies. 69 already exist to date.
* Future investments of 300 billion €uros up to 2030
* 200 recruitments per year for 5 years

Mme. Masson then invited Olivier Matrat to present details on Chômages for the years 2021;2022;2023, the sheets for which were circulated before the meeting and are attached to my earlier post here. He clarified:

Canal de Calais will be closed from 15 September 2021 to 31 October 2021
On the Canal de Saint Quentin the chômage 14 September 2021 to 24 September 2021 is changed from Crèvecoeur to Bosquet.
The major chômage on the Canal du Nord will be in 2023.

I asked the question about the chômage in September 2022 on the Lys that Lynn Woods was concerned about and in email correspondence after the meeting it was agreed the start date could be delayed.

The following received since the meeting:

- Ecluse de Mardyck (2021):
Le GPMD confirme qu’il s’alignera sur les dates de VNF en commençant son chômage le 21 juin.

- Escaut petit gabarit (2022) :
Le travail engagé par la DTBS pour permettre le passage libre au tunnel de Riqueval devrait être conclu d’ici les chômages.
Le toueur ne sera donc plus une contrainte limitante du trafic.

- Fort-Gassion (2022) :
Il s’agirait de décaler d’un ou deux jours le chômage pour permettre le passage d’un trafic touristique (début du chômage le 12 septembre, trajet aller St-Omer Lille via Armentières prévu entre le 13 et le 15 septembre).
Pas de problème a priori, l’opérateur reprendra contact avec l’UTI en 2022 pour confirmer son trajet.

- Ecluse de Douai (2022) :
Le chômage initialement envisagé à 2022 est reporté dans les faits à 2023.
Il s’agira de travaux lourds, comprenant le désamiantage et réfection des vantaux et des vannes cloches, le confortement du génie-civil.

- Mardyck lock (2021):
The GPMD confirms that it will follow VNF's dates by starting its unemployment on 21 June.

- Small gauge Escaut (2022):
The work undertaken by the DTBS to allow free passage through the Riqueval tunnel should be concluded by the time of the stoppages.
This means that the towboat will no longer be a limiting constraint for traffic.

- Fort-Gassion (2022):
This would involve shifting the stoppage period by one or two days to allow the passage of tourist traffic (start of unemployment on 12 September, outward journey from St-Omer to Lille via Armentières planned between 13 and 15 September).
No problem a priori, the operator will contact the UTI again in 2022 to confirm his route.

- Douai lock (2022):
The stoppage initially envisaged in 2022 is postponed in fact to 2023.
This will involve major work, including asbestos removal and repair of the gates and bell valves, and reinforcement of the civil engineering.

I have tried for hours to translate this graphic intensive presentation so far without success. It is masquerading as a .pdf but is, in fact, (or at least I guess started it’s life as) a .pptx, a Microsoft Power Point file. Undaunted, I will continue and append an English translation if/when I succeed.

Thanks Bob. Inasmuch as it may be of general interest I might suggest to VNF first that cruise habits may be moving towards the Spring and Autumn seasons because midsummers can be so hot these days. And then that commercial interests will always need to stretch their operational season where in my model autumn leaves, bird migration, remembrance and Christmas Markets all serve to keep us active until the year end. Obviously maintenance has to happen some time, but it would help if VNF would at least regard prime tourism season as running to the end of October.

That said, the main thing for commercial planning is to know about stoppages well in advance and I should thank VNF for giving us better than 2 years warning as they have here.

The 2-year stoppage on the Canal du Nord is the line entry in this year's statement for lock No 5 which shows the chomage running to Feb 2023. Like I say, I'm sure it's just a typo and no-one needs to divert via Cape Town!

Hello Lynn et al,

Not sure I read the Canal du Nord chômages the way you do. Certainly there are notes of long chômages in 2022 and 2023 but in my experience, from when we moored La Chouette in Cambrai, they only have a grand chômage every five years or so. That is when the Canal de Saint Quentin gets all the Freycinets that cannot navigate the CDN. I suspect only one of those month long chômages will actually take place - if at all.

I have written to NPdC about the Lys and will come back when I hear back or, more probably, after the meeting on Thursday.

Unfortunately, VNF consider the Plaisance season on the petit gabarit ends on 15 September. I have challenged this on many occasions sometimes with success. If you let me have further details I am happy to go into battle. I suggest you email me, Lynn.

If I read it correctly there's a 2-year outage under way on the Canal du Nord but I suspect it's just a typo!

For 2022 I am due to be on the Lys in late September and the chomage list shows works planned on two locks from 12 Sep but no suggestion that there is navigational impact. If no impact perhaps they could signal that rather than leaving it to assumption.

I do hope these regular works in September and October are not being timed as though it's off season, that's not the case for me.
