I believe I've answered my own question. There is a previous Avis for a blockage further south.

"Due to the lack of water resources, ladies and gentlemen, users of the waterway are informed of the stoppage of navigation at lock 14 on the Moselle side of the climb from Golbey to lock 24 on the  Saône d'Harsault from Tuesday June 16, 2023 at 11 a.m.  A new notice will inform you of any changes in the situation."

The Avis released today FR2023/04338. states that navigation can resume between elcose 17 and 22. Does this mean that the Vosges is open through to the Petite Saone?

"Given the latest rainfall and the request of the gravel pit operator, navigation can resume between lock n°17 on the Moselle side to lock 22 on the Moselle side from Friday 30 June 2023 at 09:00 a.m.  This recovery is conditioned by the evolution of flows over the next few days.  A future notice will inform you of the evolution of the situation."
