I think you might have to dig into politics and the Mayor's office to find the plan for the "revitalised" berges on the cathedral side of the canal along that stretch. I know the bridge will be replaced by a pedestrian/cycle bridge and they are going for "more green" along the water banks. VNF has litte or nothing to do with the street demolition, brdige demolition and whatever comes next. I am pretty sure they want a base for little electric tourist type rental boats which can travel up and down the long bief, but supposedly not go through the locks. VNF have spoken of a couple of mooring spots of "more than 30 days" along there but have never said what sort of boat would moor there. I suspect they want some kind of commerce - restaurant or something like that. I think the halte nautique run by the Office du Tourisme will return but I am not certain of that.
The mayor and his group are also trying to develop the "old port" into a new center for pleasure boats, but it is very far from the center of town and I don't know how successful it will be. IF they get it I assume they would try to close the one near the cathedral. Kaufman and Broad have been developing some new housing out in the area of the old Magasins General buildings but from what I read, what they have built so far isn't selling. At least some locals think the mayor is over-reaching.
